Housing development as an activity is a key economic development multiplier supporting supply chains, business development growth and creating markets for a plethora of goods , commodities and services and as such plays a key role in helping economies at the local, regional and national level recover from the effect and impact of Corona Virus, Brexit and the current fiscal challenges.
The housing crisis continues and the housing deficit increases due to population growth , increased household formation and legacy impact of under investment and low levels of housing construction over a period of over 40 years.
Housing Targets
The United Kingdom (UK) government has set ambitious targets for the delivery of housing for each local authority area which are monitored by the Department of Housing , Levelling Up and Communities (DHLUC) who consider housing development a matter of “social justice and intergenerational fairness” as well as being critical to “sustaining and creating jobs”.
There are a significant number of problems associated with delivery and an example of this is the DHLUC Delivery Test published circa January 2021 that showed that 55 Local Authorities in the United Kingdom had failed to deliver 75% of their housing target by 2020.
The overall target set by the latest government 2019 election pledge is 300,000 a year by the mid 2020’s. It is already 2023 and local authority housing trajectories show that these targets will not be met.
Seizing Opportunities
Local authorities therefore need to move with a degree of urgency to ensure they are making a contribution to this overall national target at their own local levels.
